Activization of innovative-investment activity realization regional and local government level

Abstract. In the article there are considered the approaches to improvement of the organizational-economic mechanism of realisation the strategy of activization in the innovative-investment activity on the regional level, and then at on the self government level. The creation of new coordinational management organs on the regional level is offered such as: Assembly of region development, regional corporation of region developmen. It will lead to the activization of the enterprises innovative-investment activity of; they are mainly connected with projects and undertakings which are realized in the region and in the city; it will considerably simplify system of strategy working out and the control of their realization. There are considered the innovative-scientific and industrial agencies which should assist more effective realization of investment projects considered and stimulate the innovative activity development.

Forming principles system trade public service in large cities

Abstract. The principles of the system forming of population trade social service in approaches for the new spatial system creation of objects allocation service in the plan of the city have been marked. Tendencies have been established characterized for development of the public service system of large cities in the conditions of market economy. The basic problems are represented, arising while the objects location in the trade sphere in the cities centers and arguments in behalf of objects transference to the city outside. The accordance of existent norms and norms actives in the system of the town-planning as for the real state of building have been considered. Conclusions as for the subsequent work in the direction of principles transformation in the system construction of the trade social service for population of cities have been made.

Approaches as for the risk estimation of the organizing–technical and personnel provision in the building branch

Abstract. Approaches are proved in the article as for the risk estimation of the organizing–technical and personnel construction provision. It is noted that level risk accounting of the certain type of activity, their identification and possibility of the more reliable estimation have the important importance for determination of the interbranch connections, directed to the without any losses development adjacent and dependent areas and enterprise–partners. The revealed trends of the Donetsk region development construction area and Ukraine as a whole. The established disproportions in the organizing–technical and trained provision. The factors are systemized influencing upon organizing–technical and personnel provision construction and on this base the model achieved level provision has been built. Dangers are installed on base of the model in the danger the building enterprise activity and places of the probable risk in building area have been defined. Conclusion is made the importance of the organizing–technical rich and personnel provision construction estimation has been made the conclusion for the elaboration of undertakings on reducing their negative influence. The importance of the complex estimation of the condition of the building area state has been proved, which includes the analysis of the economic–organizing problems, the retrospective estimation of the operation enterprise priority areas efficiency, as well as of the financing sources research of their development.

System of indexes of rate of development housing trade

Abstract. The arguments are brought forwarding favour of working out the necessity of efficient system of estimation indexes for trade housing immovability development. The estimation system of the dwelling trade development has been worked out on the basis of general and special indexes as well as the opportunities of their using are determined for the monitoring realization and the efficiency trade estimation of operations at the dwelling market. The proposed indexes system of dwelling immovability market development allows to achieve the balance between real solvent demand and supply at the dwelling market by means of financial credit parameters, priced an other levers, to introduce the social approximate mechanisms of the dwelling policy realization. Elaborated indexes system has been approbated by example of Donetsk region, the appropriated results have been made.

Investments in education as the factor of human capital development

Abstract. Research the human capital theory is carried out in the article, the investing necessary for education as the basic factor of human potential development. A research purpose is the level definition of benefits and expensives while investing in to the education. Creation of the human capital theory in became one of the most important events in the history of the economic thought during the last decades. Considerable influence of this theory on all the further development of economic science sometimes is compared with the revolution in the economic idea. The theory of human capital is investigated as the dependence of profits of worker, an enterprise, a society on knowledges, habits and people’s natural capabilities. The origin and wide spread in economic science of alternative conceptions as for the human capital is caused the existent realities of the market economy, which become more noticeable for the last years and in our country. The great number of various, quite often casual factors which man’s profits and welfare depend on operates in the real life. These problems are studied in the given article.

Dwelling-municipal services: operation problems and ways of their solution

Abstract. In this article the branch problems have been considered. The factors agitating to the activization of the new approaches search in the problems of dwelling-municipal services solution have been represcuted. The analysis of budget means using has been carried out and the realizing directions of this source have been offered. The tasks of branch development and changing have been settled demanding the national model of regulation of the subjects activity regulation in the natural monopolies. The directions of the general state program of reforming and development of a dwelling-municipal services for 2004-2010 years have been considered. The getting ways of a dwelling-municipal service out of a crisis situation and reconstruction for the development innovation have been proposed. The authors propositions as for the small technological firms the creation on the basis of the Donbas National Academy of Civil Engineering and Architecture will allow to consolidate the connection between science and the enterprise to involve the investments for scientific elaborations and grants of the international funds.

Business-planning in a dwelling-municipal service sphere

Abstract. In this article the urgent problems have been considered in the field of reformation in the management activity of the municipal service enterprises in Ukraine. During research the main reasons of the unsatisfactory state at the enterprises of the communal sphere, where is the aim development strategies absence of development, the planning systems in the enterprises activity, unsatisfactory personnel and methodical providing. The authors have exposed motivated the interconnection the revealed problems and their influence on the general state of municipal services sphere in Ukraine. The necessity of business-planning has been exposed at the enterprises of municipal services as an instrument of the revealed problems solution. The structure of business plan, adapted to the branch peculiarities allowing to perfect the inner planning and activate the investment involving process into the dwelling municipal service sphere.
