Self-Dependence of Society: the Nature and Characteristics Evaluation Conditions

Abstract. The solution of social and economic, problems of the society depends on the conditions that determine the possibilities of self-sustaining of society members. The paper has established the concept of «self-society» and the basic approaches to the determination of the feasibility of such a self-assessment by the living conditions of members of society in a particular area; of the members of the society of joint activities; social and industrial division of labor; the unity of the cultural, economic and social life, work and life. These given group of factors allow to take into account the mandatory conditions for the existence of society: a joint interdependence livelihoods of people, ensuring the conditions of social interaction on their own representatives thereof. Set of indicators to assess the relevant circumstances has been suggested.

Conceptually-Categorical Apparatus of Studying Sustainable Development

Abstract. Every economic theory has its own system of basic concepts. Study of the basic laws of sustainable development is based on the categories of «sustainability», «development», «sustainable development», «sustainable development of the enterprise». The article indicated out some shortcomings presented in the scientific literature, the conceptual apparatus. Based on the theoretical study of the representation of domestic and foreign scientists, practitioners, international organizations, their content, it has been updated the understanding of a number of socio-economic categories as elements of the conceptual and categorical apparatus of research for sustainable development systems at various levels. Sustainable development is proposed to be treated as a transition of the system to a qualitatively new level of development with the saved characteristics of the system under the influence of external influences. It has been proved that the improvement of conceptual and categorical apparatus of sustainable development is an important prerequisite to eliminate misunderstanding of the laws of economic theory and practice in this area.

Features of Development of Investment Programs of Development and Modernization of Housing and Public Utilities of the City

Abstract. Problems in the housing sector, associated with weak investment activity led to a need to develop investment programs to determine the principles and methods of implementation of the investment policy of utilities. The article determins the peculiarities and problems of formation of investment programs of development and modernization of housing and communal services of the city. It has been suggested the procedure of formation of the investment program, taking into account the peculiarities of investment activity in the housing sector and allowing it to form in the external and internal factors affecting the efficiency of its implementation. It has been proved that the development of investment programs to take into account the interlinked, all possible sources of financing for its implementation, assessment of efficiency of investment programs should be carried out periodically through the use of target indicators, in order to monitor the dynamics of changes with a view to adjusting the activities of the program.

Investments in a Human Capital: Theory and Practice

Abstract. Conception of human development, which was formed in the world in the last few years, examines development of human capital as primary purpose and criterion of public progress and economy growing. One of methods of human stock accumulation is investing in a man, in his health and education. Practice of foreign countries testifies that human stock accumulation – one of terms, providing achievement of steady rates of economic development of country. Efficiency of economy is determined by quality of human capital. In the modern terms of knowledge and qualification is taken to the number the important factors of the economy growing and social progress of society. The wave of investments in a human capital pursues the of long duration strategic aims of creation in the country of the socially oriented economy, which is characterized by a high level and quality of life of population. Leading role in the process of forming of general human capital must execute the state. Therefore the successive public policy of stimulation such of investments acquires for providing of steady development of absolute value.

Modern Forms of Financing Government Programs

Abstract. In the article the basic forms of financing state tasks have been analyzed. Among all the above forms not only the traditional – the most common have been given out, but also and modern. Among the modern forms of financial participation of the state in the financial support of public tasks the author has given out such legal forms as a public corporation, a state company, state-owned enterprise and the company with state participation. The article gives a comparative description of these forms of financial support of public tasks solving, particularities of formation of their capital and assets have been formulated. The above analytical information allows us to conclude the corporate rights of the state in the national economy on the example of the Russian Federation and Ukraine.

Abstract. The article discusses the issues of small business development under the influence of financial regulation. The article is aimed at substantiation of necessity of financial regulation activity of small business and development of directions of support of small business in modern conditions. The importance of small businesses for economic development has been determined, the problems of small businesses in the Donetsk Region have been found out. Authors definition of the financial mechanism of regulation of small businesses and the necessity of its development have been suggested. The directions of support of small business in current economic conditions have been given.
