Creative risk management Ї important problem of ukrainian development

Annotation: Overview of Kyiv estate market is presented in the article. Four stages of development projects are defined and grouped. Necessity of creative approach is substantiated for development projects. Components of creative thinking and their influence as lower level elements on upper level are presented (using hierarchy analysis method developed by Th.Saaty). Cooperation with experts from “Construction Group International” development company (Kharkov) allowed to transform verbal estimates into Saaty’s scale and develop the model of creative efforts distribution in development project which shows the influence of lower level on upper level. So, using hierarchical model, its analysis by specialists of development company and calculations done according to hierarchy analysis method, it was proved that creation of conditions for effective risk-management is the most important problem of any development project.
