Annotation: Conceptual principles of steady development of a build complex are grounded in the article. The simultaneous effective functioning of economy and financial system to a great extent depends on optimization of the control a build complex system on the whole and at regional level. The special value is acquired by the ground of conception of steady development of enterprises of a build industry which must reflect vitally important for a build complex questions and foresee realization of measures on an increase organizationally of technical level of building, to the decline of a build production, to build products, improvement of its quality with the purpose of implementation of the planned volumes of building of habitation, objects of the industrial and community services.
