Dwelling-municipal services: operation problems and ways of their solution

Annotation: In this article the branch problems have been considered. The factors agitating to the activization of the new approaches search in the problems of dwelling-municipal services solution have been represcuted. The analysis of budget means using has been carried out and the realizing directions of this source have been offered. The tasks of branch development and changing have been settled demanding the national model of regulation of the subjects activity regulation in the natural monopolies. The directions of the general state program of reforming and development of a dwelling-municipal services for 2004-2010 years have been considered. The getting ways of a dwelling-municipal service out of a crisis situation and reconstruction for the development innovation have been proposed. The authors propositions as for the small technological firms the creation on the basis of the Donbas National Academy of Civil Engineering and Architecture will allow to consolidate the connection between science and the enterprise to involve the investments for scientific elaborations and grants of the international funds.
