Features of the paradigm of the public management of region development

Annotation: Various approaches to define the concept “development” and the priority of factors which are its components are analyzed in the article. There are also specified characteristic features of the modern interpretation of regional development. The focus is on a necessity of a system approach to the government of a region development regarding economic, social, and ecological factors. It is emphasized that a distinctive feature of modern patterns of growth is a great attention to the most valuable resource, that is the brainpower which comprises people, social and managerial abilities, people’s cоoperation, the latter resulting in proliferation of knowledge and social capital formation. Being written in workbooks, instructions, and documents, this knowledge belongs to an organization. There is suggested a concept of a «zero growth» which means reproduction of population, equipment for a production, a transfer of the industrial production and communal and housing services to the work with a complete utilization of wastes.
