Methodology of local development

Annotation: The paper has considered the genesis of scientific ideas of the development theory permitting to develop scientific outlooks to its essence in the context of the region development as whole and administrative territorial units development in particular. The development is a complicated process, the management by which at the local level requires purposeful actions from the side of local government by means of effective mechanisms of government administration and principles, methods and approaches of the contemporary effective management. The paper underlines that methodology of local development is a dynamic category, because during the development process both developing system structure and the management mechanism of its functioning, i. e. new methods, techniques and modes of management by this process have been appearing. The conducted research has enabled to imperfect the theoretical and methodological bases of government administration mechanism of local development by the example of miners’ towns of the Donetsk Oblast.
