Annotation: The restructuring of housing and communal facilities has shown recently sufficiently enough that establishment of efficient control mechanisms of housing and communal facilities and its infrastructural backing is achieved by clear determination of tenant’s functions and his delegating on the competitive basis not only a housing maintenance contract to specialized organizations but also to management functions. Such kind of approach to the control system of housing and communal facilities is considered to be as a three level system: a housing tenant; the housing and communal utilities customers, the contracting organizations providing housing and communal facilities. The paper deals with matter of building up and functioning of tenants’ joint ownership of block of flats in Donetsk Region: the problems and the mechanisms for their solution.
