Approaches to the decision of problems the proper financing of enterprises housing and communal services
Abstract: The orientation of the system of financing of housing and communal services on irretrievable budgetary support created soil for development of consumer moods for the subjects of housing and communal services, resulted in their unwillingness and insolvency to attract investment facilities for development of enterprises and increase of their energy to efficiency. The limited nature of budgetary support of enterprises housing and communal services, from one side, stimulates financing to the search of alternative sources, from other – requires optimization of principles, criteria and mechanism of grant of state support on overcoming of the crisis phenomena. In the article advantages of the use of mechanisms of stateprivate partnership are grounded for development of enterprises of housing and communal services. Principal reasons of absence of the proper financial providing of functioning and development of housing and communal services and way of their removal are set. Forms of bringing in of private sector to development of enterprises housing and communal services are specified.
