Mechanisms of financially-budgetary regulation of economy of housing and communal services in the conditions of financial instability

Annotation: In article mechanisms of financially-budgetary regulation of economy of housing and communal services in the conditions of financial instability are considered. The basic terms which are used in financially-budgetary regulation are brought, the basic forms of a financially-budgetary policy of the state are defined. The analysis of a modern condition of housing and communal services is carried out and principal causes of a crisis condition of branch are defined. The basic contradictions of subjects in the formed market of housing-and-municipal services are revealed. Actions for perfection of financially-budgetary regulation in branch which provide legal and institutional transformations, formation of institute of state-private partnership, perfection of pricing and tariff regulation, optimisation of the budgetary-tax mechanism etc. are offered.
