Mechanisms to improve the efficiency of maintenance of the housing stock of the city

Annotation: This paper presents the mechanisms to improve the efficiency of maintenance of the housing stock of the city through the lens of stimulating the development of competition in the market for housing and communal services. The estimation of the EU standards to ensure a comfortable environment of citizens, a comparative assessment of the housing and communal services of Ukraine and European countries, and mechanisms of state support. In the article the regional characteristics of the functioning of utilities EU Member States, which can be adapted to domestic economic conditions management. The analysis of housing and communal services enterprises and organizations of various forms of ownership in foreign countries in order to identify opportunities for the development of competition in the market for housing and communal services in Ukraine. As a conclusion based functions of the regional authorities on the regulation of activity of the enterprises of housing and communal services and methods of influence of regional authorities in the market for housing and communal services.
