Social mechanism relationship of public power organs in the process of landed resources managemen

Annotation: The article is devoted to conceptual bases of public power organs mutual relations mechanism are considered in the process of landed resources managemen, basic attention is spared a social mechanism, perfection of which is directed on the population social activity increase in the field of guard and rational use of earths, grant of more high-quality services the population of city, on landownership and land-tenure questions. The modern state of public organs activity is investigational in the field of services grant and certainly that exactly a public (state) favour is the basic form of realization state of imperious plenary powers of executive power organs. The services quality (to effectiveness) estimation method which are given by the city management of the landed resources to the citizens and legal entities is offered. The aims of leadthrough of this estimation is: exposure of degree of population quality satisfying with services; estimation of establishments activity which give services; development of measures, directed on upgrading services; increase of activity effectiveness of organs give these services.
