Methodological approaches to determining the optimal form of public-private partnership in the enterprises of housing and communal services

Annotation: The article considers the main problems of the current state of housing and communal services of Ukraine and possible solutions. Found that the most difficult moments of functioning of the industry is the lack of market mechanism and investment funds for stabilization and further development. Consequently, the proposed use of a strategic alliance between the enterprises and the private sector in the form of public-private partnership is considered domestic features of its implementation, the key objectives and possible outcomes. Found that due to the underdevelopment of public-private partnership is an important task to determine its appropriate characteristics, in particular, on the choice of possible objects and forms of cooperation. The result is a study of the theoretical and methodological aspects of the choice of the form of public-private partnership in accordance with the current state of the object of possible cooperation. An index rating assessment, including technical, economic and financial criteria that characterize the state enterprises.
