Foreign experience of strategic planning in public administration sphere of the regional development

Annotation: The foreign experience of strategic planning of public administration of the regional development is generalized. Based on the analysis of works of famous foreign and national scientists, practical recommendations for improving this process in Ukraine are developed. The necessity of using strategic planning as an innovative tool of regional policy is noted. Formulated recommendations for the using of public-private partnerships as a basis for building an effective dialogue between government, business and the community; providing coordination of strategic documents at all levels; the implementation of transparency, openness and publicity as an integral component of the process. The necessity of close relationship of science and public administration into implementation the strategic planning of sustainable regional development is noted. Outlined the benefits from the implementation of the system «Planning–Forecasting–Budget», also the professionalization of the process, refusing from strategic planning «from the achieved».
