Theoretical and conceptual bases of state architectonically-building control

Annotation: The conceptual apparatus of state architectonically-building control is generalized in the article. Authorial determinations to the terms «state architecture and building control», «mechanisms of state architecture and building control», «object of state architecture and building control» and «subject of state architecture and building control» are also given in the paper. The author states that legal and organizational control mechanisms are the basic mechanisms of state architecture and building control that affect the development of the state system of architecture and building control. These mechanisms in practice operate through the following measures: permitting procedures, licensing, inspection procedures of the objects of state architecture and building control, interaction of state architecture and building control with the law enforcement authorities, suppression of architecture and building violations, bringing offenders to justice, object commissioning.
