Concept formation of administration economic development housing and municipal Ukraine
Abstract: This paper investigates the housing and utilities as a dynamic economic system, with its change of qualitative properties and the general laws of its regulation. The concept of management of Housing and Utilities Servises of Ukraine based on the synergetic use of the method of cognition and regulation of activity has been developmented. Using this method allowed us to achieve the maximum possible complexity, the organic nature of managerial decisions and harmonization of regulatory mechanism in the industry by covering the totality of the constituent elements of housing and communal services. In their study, the author concluded that the formation of Management of Housing and Utilities Services Development should be based on changes of unproductive elements of the model administrative command and control as a result of implementation of the developed scientific concept of integrated state regulation of economic development of housing and utilities services.
