Evaluation of the effectiveness local government in the resource support

Annotation: This article analyzes the role and justification of resource support in the effective functioning and development of local self-government, as well as the delimitation of the priority of different types of resources in the process. The existing methods for evaluating the effectiveness of local government, analyzed their advantages and disadvantages. The article explored and delineated the main approaches to the interpretation of the notion of «efficiency» and «effectiveness» of local government to understand and evaluate the results of the management of local authorities, and also to offer his own definition of concepts «the effectiveness of local government.» In the analysis the author draws on data obtained in the evaluation of the performance of local authorities of cities and districts of Donetsk region. In the article the author’s approach to assessing the effectiveness of local governments from the perspective of resource efficiency of local government. The basis of this approach is the idea that the effectiveness of local government can be determined by the effectiveness of the relevant territory, characterized by a number of socio-economic and environmental development. The effectiveness of the use of certain types of resources determines the dynamics of a particular indicator.
