Problems and Approaches to the Regulation of Public Performance of Electric Power

Abstract: It was established that between the economic, social and environmental components of the social efficiency of electric power there is a dialectical contradiction, where general effectiveness criterion appears the price of electricity produced and sold. The monopolists are constantly striving to improve it in order to extract more profit and technological and commercial losses by consumers. As a result, there is the phenomenon of redistribution of money from the group with high purchasing power in the group with low solvency. It is noted, price discrimination results in the desire of consumers to delay payments for consumed electricity, which contributes to the growth of defaults on the scale of the national economy. The electricity market liberalization to a certain extent restrains price increases has been proved, but there is no the incentive to improve the efficiency of all components of the public electricity sector and achieving their balance.
