Annotation: The article is devoted to the determination of the role of the theory of local government in the formation of the institute of local government. The article describes the basic theory of local government: the theory of free community, social theory, state theory, legal and political theory, the theory of dualism. The article identifies the key provisions of the main theories of local government, as well as consider their interpretation scientists founder of the theory of local government and explored views on the problem of modern scientists. The article substantiates that the variety of theories confirms the importance of local government at different times, in different countries with different political systems. It is proved that local government, as well as its basic theories play a leading role in the development of society.
