Annotation: The article examines the lessons learned from the reform and development of housing and communal services as the leading economic sector of the region. The state of Affairs of the public housing sector largely determines the quality of people’s lives and is at the centre of public interest. Housing plays a leading role in performing tasks related to the implementation of practical issues of improvement of social sectors infrastructure. The study of international experience of reforming and development of housing, the housing and utilities reform in Ukraine can not be done without studying the international experience of countries that have already achieved considerable success in this area or are on the path of reform. Housing aims to provide comfortable and safe accommodation of people, reliable utility service industries and social facilities, the modernization of municipal infrastructure.
