The Problem of Selecting of State Social Security Indicators and Determining Their Threshold Values

Abstract: The crisis in the global economic management system, the negative dynamics of production and consumption in most countries make it possible to re-evaluate the importance of social factors as the main components of economic development. A long-term sustainable development should be balanced economically and socially. Based on this health care, education, living standards and life quality, employment issues are become important now. The strategic objective of state social policy is to ensure social security and creating conditions for citizens to realize their rights to education, health care, etc., which are reproduced human capital and state intellectual resources are formed. The concept of social security is analyzed, the characteristics of a totalitarian and liberal social security model are given, the tasks and principles of ensuring of social security are defined, the indicators of social security by threats groups are specified and the recommendations of improving of social safety and acceleration of social development are designed in the article.
