Foreign Experience of Housing and Communal Services and the Formation of an Efficient Owner

Annotation: The article deals with the foreign experience of housing and communal services based on the establishment of the content of each approach to the management of the housing stock and infrastructure projects of municipalities. It has been specified four management approaches, determined by the authors as a business priority, quality, partnership and savings. The characteristic and features of each approach have been given. By analogy with the international experience, possible scenarios of development of housing and communal services have been presented, under the condition of selecting an approach or their combination. Suggestions to the efficient owner formation in the housing management market have been given.
