Actual Problems of Forming and Development of the Human Resources for Local Self-Government Bodies

Annotation: One of the topical problems of the modern Luhansk is considered in this article, namely, staffing of local self-government bodies. On the basis of the research, the author identified the main problems that impede the process of formation of effective public administration at the local level, as well as the ways of their solution are proposed. The conducted research allowed asserting that in the current socio-economic and political conditions it is the formation of the personnel reserve that will make it possible to improve the efficiency of public administration.
