Abstract: The necessity of development and realization of effective public social policy is reasonable, by a key element, which creation of control system is on providing of upgrading of life of population. Intercommunication is set between realization of criteria on the achievement of realization of effective public social policy and decision of nascent problems in the process of management by quality of life of population. Paid attention to necessity of perfection of legislative base for part of providing of realization of public social policy. In the process of analysis folded systems of building of the state system, the problems of upgrading of life of population are distinguished. The aspects of upgrading of life of population and decision of the marked problems of development of economy of Republic are considered. In the conditions of building of the state system of DPR the row of the primary measures sent to providing of upgrading of life of man is offered.
