Organizational and Economic Approaches to Energy Saving and Resource Saving in Housing

Annotation: In the article, on the basis of the analysis of the level of deterioration of the housing stock, municipal networks and installations, the necessity of developing effective organizational and economic approaches to the resource and energy saving in the sphere of housing and communal services is substantiated. It is revealed that insufficient attention is paid to energy and resource saving problems in the implemented programs of reforming the housing and communal services of the Donetsk People’s Republic. The paper concludes that it is necessary to differentiate energy-saving measures for a particular residential building by nature (organizational type, controlling activities, minimum priority resources and energy-saving activities, repair and modernization works, optimization and regulation works, and cost costs, large expenses), which will allow them to be adapted to any budget. The implementation of the proposed approach involves obtaining socio-economic, industrial, environmental and related effects for all subjects of the housing sector.
