Methodological and Methodical Basis of Determining the Cost of Urban Facilities

Annotation: Existing systems for determining the cost of construction of urban facilities are considered in the article. The most promising areas of reforming the national estimated regulatory base, which is the basis of estimated prices are indicated. The main element of the estimated regulatory base is the estimated norm, which is a set of minimum, but sufficient resources necessary for the implementation of certain construction works. The foreign experience of estimated standardization is analyzed. Estimated norms and standards in foreign countries are more progressive and perfect, they are modernized at least once a year, taking into account innovations in the construction industry and other factors affecting the estimated regulatory base. The role of estimate calculations in the justification of the cost of construction of urban facilities is determined. The main directions of the formation of enlarged estimated norms and standards are analyzed, their advantages and disadvantages are noted. Recommendations for improving the accuracy and reliability of the forecast estimate of the cost of construction of urban facilities using enlarged estimated norms and standards at the early stages of design have been developed.
