Improving the Organizational and Technical Level of Production Systems in the Conditions of Unstuble Development of the Region

Annotation: The article deals with the problem of improving the organizational and technical level of enterprises through the transition from local measures based on the modernization of equipment to a new scientific and technical policy, taking into account industry characteristics. Since the level of increasing the organizational and technical development of production systems at the expense of internal reserves is relatively limited, the solution to the problems that arise when it increases becomes possible if there is a developed intersectoral territorial cooperation in the region or the industry as a whole. Methodological and practical recommendations on the formation of a comprehensive program for improving the organizational and technical level of production systems using elements of the program-target approach are developed. It is emphasized that these recommendations can be applied at any level of management, since the techniques of building a tree of goals and sub-goals, justifying options for achieving goals to improve the organizational and technical level, moving from goals to a set of management activities, etc. are the same for any system (enterprise, association, region).
