Features of the Regional Organization of the Public Governance System

Annotation: The formation of a new paradigm of public administration aimed at the formation of power «for the people» and not «over the people», as well as the dynamic socio-economic and political conditions of the external environment determine the creation of a territorial structure of public administration that can flexibly adapt to changing conditions and the ever-growing needs of the population. Particularly relevant are the issues of the territorial organization of the public administration system for young states or states that are in a state of socio-economic or political crisis. The article carried out theoretical studies of the essence of the public administration system and studied the features of the regional organization of public authorities as the main elements of the system under study on the example of the Donetsk People’s Republic and the Russian Federation. The normative and legal bases for the formation of a system of public administration bodies have been generalized and systematized.
