Abstract: The heat power industry in foreign countries is susceptible to various kinds of innovations, the best practices in the implementation of investment policy in the heat supply system are aimed at creating a reliable and stably functioning housing and communal services system, modernizing and capital construction of communal facilities. Domestic experience shows that at the moment, there is a significant gap with foreign countries in this area of research. The work investigates the causal relationships of the current situation with the insufficient level of investment attractiveness of the introduction of innovations in the field of heat power engineering, in particular, in the heat supply system. Comparative characteristics of the analysis of the responsible and European heat supply markets are analyzed. A number of measures are proposed and recommendations are given in order to stimulate innovative development in the field of heat power engineering and create a favorable climate for the effective formation of a mechanism for managing innovations in the country’s heat supply system.
