Program and Design Approach as a Tool for Effective Real Estate Management in the Region

Annotation: The presented research is devoted to the development of real estate management tools in the context of ensuring the growth and development of the regional socio-economic system. Based on a generalization of existing approaches to ensuring regional development, a thesis has been formed on the need to use a combined program and project approach in relation to growth factors reflected in program documents at the appropriate level. Based on a study of existing strategic program documents of the Russian Federation, a conclusion was drawn about the inclusion of real estate in the key descriptors of national and regional socio-economic development programs. An approach to improving program management at the state and regional level through the introduction of elements of project management is outlined. Using the example of regional programs for the restoration and development of the economy and social sphere of cities and regions of the Donetsk People’s Republic, the implementation of a program-project approach as a tool for effective management of real estate in the region was tested, and the advantages of such interaction were established.
