Methodical approaches to the solution of the problem of municipal services adaptation to changeable conditions of their functioning

Annotation: In passing to the market economy and forming budget revenues, as well as in stabilizing a financial position of city enterprises, an adaptation management letting a leader find correct, adequate to the problem arisen solutions has taken on a particular topicality, just as a crisis management allows revealing a reason of factors unfavorable for an enterprise, but a distinction in kind is between them that makes it possible to distinguish among them focusing on a specific character and aspects of application of every of them. Ability to response timely and make a correct decision under new conditions is good for the level of a socio-economic development of an agent of management and for a city in whole: under competition, the enterprises active in the development and introduction of principles and mechanisms of an effective adaptive management have advantages.
