Problems of the formation of market relations in a city heat supply

Abstract: According to the State program of reformation and development of housing and communal services for 2004-2010, one of the directions of reforming heat supply is a more profound breaking up of the monopoly on the market of thermal energy. A necessity of market transformations is determined by the following factors typical for the heat supply sphere: enterprise unprofitability, acute shortage of budgetary funds, low investment appeal, a high level of accumulated depreciation, great losses of thermal energy, shortage deficiency of professional people. A monopolistic market position of heat supplying enterprises leads to a semi-effective use of the resources available; to disability of heat supplying enterprises promptly meet the demands of consumers by accepting adequate economic measures and managerial decisions; to absence of personal interest of workers in the observance of quality, reliability, and ecological safety parameters in operation (services). There are analyzed the main problems and directions of the formation of market relations in a city heat supply.
