State regulation of population employment on a macrolevel and at the region level

Annotation: The author examines the structure of population employment regulation, function of state employment policy, directions of the state employment policy perfection, purposes and directions of perfection of the current labour legislation, purpose and measures of state realization policy in relation to employment optimization. It has been proved, that employment regulation on the level of the state represents the is a process of the influence on the labour sphere for achievements of aims, normatively stipulated with regulation subjects. Such subjects in Ukraine are the following: Ministry of Labour and Social Policy of Ukraine, The State Service of Employment, Ministries and Departments of Ukraine, regional organs of executive power, trade unions, Ukrainian union of industrialists and businessmen, including regional subsections. In the article there were pointed main disadvantages of the state policy of population employment for the period of 2009. They are: 1) of program action lasting. The assistances of employment program must be the most dynamic element of active employment policy. 2) financing program. Program is effective with a whole spectrum with requires large state expenses and it is impossible to provide.
