Forming of terms for the effective functioning of investments in the social sphere of the state

Annotation: The process of condition forming for the effective functioning of investments in to the social sphere of the state has been analyzed. The modern system of state investment process control and ways of its realization functions on principles of rationalization. In this connection the problem of methodology elaboration and method of the scientifically grounded purposes formulating apprasable criteria of efficiency of mechanisms of investment process on the levels enterprise – region – country. It is emphasized that the investment process unites the following subjects the juridical person – investors (enterprises, organizations, investment banks, investment companies, funds); physical persons; and also organs of state administration, which regulate subjects functioning of investment activity. The strategic program of government perfection control of investment process and creation of favorable investment climate in Ukraine which will serve as the reliable base for rationalization of the state investment system has been described.
