Characteristic properties of state regulation of innovative activities

Abstract: The article defines features of the state regulation of innovative activities and involvement of scientific and engineering systems in the process. The principle of state innovative policy implementation as the priority in innovative projects backing but not the innovative infrastructure by governmental authorities has been valid. The incidental result of realization of the innovative projects has been proposed to consider in the form of increased tax revenue to the state budget as the financial base of risk neutralization of the projects. The advantages and disadvantages of the innovative project management forms and their financing have been compared. The attention has been given to the merits of the joint realization of the innovative projects by state and nonstate structures. There has been some damage for the national economy of the simplified taxation form in the part of multiplying effect neutralization from the innovative projects realization. The problems of public regulation of innovative activities and the trends for their improvement have been considered.
