Theoretical basis of the effectiveness of state management of social development

Annotation: The article describes the theoretical basis of the effectiveness of state management of social development. The specificity of the concept of «government effectiveness social issues» through the model – the ratio «input – output», which describes the functioning of the political system in general and management subsystem social issues as part of it. The criteria of effectiveness through the principles of government. Principles express requirements of the objective laws of governance, their action is related to the implementation of the functions of management and encourage the initiative to control the masses. Description of the procedure evaluating the effectiveness of state management of social development, which provides an opportunity to understand how it differs from the sale of the control functions of the state. Evaluating the effectiveness of various government programs (economic, social or cultural development) is possible with the assistance of the following indicators: the index of human development indicators of the level and quality of life.
