Organization of state institutions as a tool for economic policy

Abstract: This article explores the theoretical basis of organization institutions as instruments of state policy on the classification and definition of their main problems. It was determined that the institutions providing the reliability of promises, is an unintentional result of the interaction between people, and in spite of the fact that they also have the properties of public goods, to solve the problem of their production only within a long historical period. The patterns of formation and change of institutions allow us to understand how to shape the expectations of players (consumers, employers, employees) about the prospects for change in the economic system as a whole in order to avoid the problems associated with the «revolution of expectations».
