Principles of forming a regional mechanism to increase the market potential of construction companies

Annotation: In the article a two-tier system of principles of forming and functioning of a regional mechanism to increase the efficiency of the market potential of construction enterprises is grounded and formulated. Among the general methodological (1st level) principles are following: systematicity (a regulatory mechanism is a system); continuity (regulatory actions should be carried out continuously); efficiency (costs of regulation should be minimal); flexibility (ability to change individual elements and blocks); adaptability (feedback); immensity (change of coverage of management activities); prospects (aiming at solving not only current tasks, but also at problems that might arise in future). Among practical principles of formation and implementation (2nd level) are the following: combining regulatory and market factors; scientific validity; partnership of regional management bodies and the private sector; coordination of sectoral and territorial management influence; transparency, access to resources; regulation differentiation; ensuring freedom of choice for concerned parties’ regarding the construction; active participation of citizens and business entities in defining requirements for construction projects; effective use of local resources and local conditions. Meeting the principles is a prerequisite for the formation of an effective regional mechanism to improve the utilization of the market potential of construction companies.
