Theoretical Bases of Staffing of Local Authorities
Abstract: The article deals with the theoretical basis of the staffing of local governments. We consider research G. Atamanchuk, V. Babaev, Ya. Kayl, V. Epinina, A. Manyakin, N. Goncharuk, V. Chirkin and others. The paper emphasizes that the current model of human development does not provide the necessary quantitative and qualitative characteristics of the labor force. Today there is a trend to depopulation, the aging, the impoverishment of the population, the migration of skilled labor abroad, employment strain, marginalization trained professionals, poor working conditions, lack of incentives to professional development in most enterprises, institutions and organizations in the country. As a result, it identified the main problems of staffing local authorities and suggest ways to improve staffing of the public authorities.
