Investments in a Human Capital: Theory and Practice

Abstract: Conception of human development, which was formed in the world in the last few years, examines development of human capital as primary purpose and criterion of public progress and economy growing. One of methods of human stock accumulation is investing in a man, in his health and education. Practice of foreign countries testifies that human stock accumulation – one of terms, providing achievement of steady rates of economic development of country. Efficiency of economy is determined by quality of human capital. In the modern terms of knowledge and qualification is taken to the number the important factors of the economy growing and social progress of society. The wave of investments in a human capital pursues the of long duration strategic aims of creation in the country of the socially oriented economy, which is characterized by a high level and quality of life of population. Leading role in the process of forming of general human capital must execute the state. Therefore the successive public policy of stimulation such of investments acquires for providing of steady development of absolute value.
