Theoretical Views on the Development of Management Second and Third Stages

Abstract: The article discusses the various theoretical perspectives on management science. The whole process of management development is divided into three phases: phase control of nucleation, formation control step, the emergence of stage management and the application of theoretical principles of management in practice. The article considers the last two stages. We studied the works of Ludwig Erhard and G. Myrdal, in these works it is showed the signs of modern public administration. The works of modern public administration theorists V. Averyanov, G. Atamanchuk, V. Tsvetkova are analysed. The article concludes that the establishment of public administration as a science and the definition of social and economic component as an integral part of it has created a theoretical basis for the analysis of problematic issues of social development of the modern state. The main task of the modern domestic policies of the developed world is to solve social problems and economic problems that wiel lead to higher standards of living of the population. On the basis of the study it is possible to create your own model of the welfare state for any country or region, which will raise the level of its economic and social development.
