Price and Normative-Expensive Mechanism of Calculations Between Participants of the Wholesale Electricity Market (on The Example of Donetsk Region)

Annotation: It is argued that under conditions of natural monopolism, the upper limit of the price for electricity consumers of the Donetsk region should be determined by benchmarking the electric power systems of the EEU countries with a similar technological structure of electricity production. It is argued that with this approach, the normative distribution of income between participants in the wholesale electricity market should be carried out in proportion to their costs, minus the incomes of participants, connected in a consistent manner in the process of production, distribution and supply of electricity. To prevent overstatement, debt generation and benchmarking in the existing normative mechanism of settlements in the Donetsk region’s wholesale electricity market was proposed to include the entity, which monitors prices and costs, coal mines that supply energy coal and organizations that transmit electricity to local power grids. For the control of calculations it is offered to use invoice for the population and account – payment request for non-household consumers.
