The Reform of Housing and Communal Services
Abstract: The article examines the peculiarities of the functioning of the housing and communal services sector, which consists in the fact that it includes suppliers and consumers of housing and communal services, as well as the relationship of socio-economic, legal and organizational nature that develops between these parties. The mechanisms of reforming the housing sector, discussed in the article, are aimed at financial rehabilitation of housing enterprises; social support of poor citizens when paying for housing and communal services; the development of a competitive environment; the formation of an effective payment management system. The article also provides a comparative analysis of the goals and objectives of the self-organization of the population and their role in the implementation of reforms in the housing sector. The main tasks of self-organization bodies are defined: improvement of local normative base, establishment of economically reasonable rates for the maintenance of housing stock, development and implementation of resource-saving programs, promotion of the creation of a competitive environment in the management and operation of housing stock.
