About the Need for Innovation in the Social and Labor Relations System and Formation of Human Capital Quality

Annotation: The article offers an idea of social innovation as an economic category. The analysis of various approaches to understanding the essence of social innovation. Summarizing a number of definitions, the author presents his own definition of social innovation as a socio-economic category. Determining the place of social innovations in the sphere of regulation of social and labor relations, the signs of their classification are identified. The main factors of the development of human capital at the macro level from the point of view of introducing social innovations are identified: demographic development; development of a vocational education system, retraining system, advanced training; systems of prevention and health protection, etc. The statistical analysis revealed a decrease in the population, which negatively affects the quantitative indicators of human capital of the Donetsk People’s Republic. It is noted that the solution to the problems of quantitative and qualitative increment of the total human capital is possible on the basis of the development of social innovations in the field of education and public health. The possibilities of including social innovations in the strategy of socio-economic development of the republic are outlined.
