Abstract: The article discusses the methodological approaches to the development of estimated standards and market methods of pricing in construction. The concepts, functions and tasks of the estimated norms and regulatory framework are described. The importance and relevance of the use of estimates in construction are shown. Based on a theoretical analysis of the comparison of overhead costs at the stages of preparation of investor budget documentation and the price of the tender offer (contract price), that the substantiated actual indicators of overhead costs for specific contracting organizations differ significantly from the average indicators recommended by the Ministry of Construction of the DPR and objectively depend on many factors. It reflects the need to create an estimated regulatory framework that allows you to reliably and with minimal costs determine the cost of construction at the early stages of the feasibility study of design solutions, taking into account the market conditions for construction services.
