Program Approaches to the Reproduction and Restoration of Residential Fasilities of the Donetsk People’s Republic

Annotation: The essence of physical and moral deterioration of residential facilities is considered in the article. The housing stock is analyzed by the degree of improvement, as well as the level of accumulated depreciation in the context of cities and districts of the Donetsk People’s Republic. The need to develop and implement program documents aimed at the restoration and reproduction of residential facilities in the Republic is justified. A SWOT analysis of factors affecting the performance of major repairs and reconstruction of residential buildings was performed. The effects of energy-saving measures in the implementation of the Program of reconstruction and capital repairs of the housing stock for all stakeholders are determined. It is proposed to use the experience of Russia in determining the mechanism for accumulating the necessary funds for the restoration of the housing stock, namely, to finance part of the costs at the expense of the owners of residential premises.
