Abstract: In this study, as one of the points of methodological orientation, the organizational and legal environment of risk management in the public administration system, determined by an unstable environment, is put up for review, which is the basis of this study. An unstable environment has its own functional load for the control mechanism with an increase in its scale and as the number of motivating factors expands. The complexity of the organizational and legal environment of risk management is formed, and the directions of development identified by the authors during the analysis are proposed, which allows us to identify such a direction of development of the system that can successfully function in the context of improving the efficiency of the system and mechanisms of public administration and ensuring sustainable development of the country.
