Abstract: The article considers current issues of reconstruction of housing stock. The necessity of reconstruction is substantiated, the essence and advantages of comprehensive reconstruction of the city are described, reconstruction levels are highlighted and their characteristics are given; indicators and criteria for assessing the second level of reconstruction are formed. The problems that hinder the restoration of the old housing stock are identified. The need to develop new financial and credit mechanisms for financing the solution of social, environmental and technical problems arising during reconstruction is substantiated. The factors that hinder the participation of investors in the implementation of reconstruction programs are identified. As measures stimulating the development of reconstruction processes, the option of attracting investment funds is considered. The provisions of social reconstruction and the principles of identifying the social effect are considered. The measures aimed at eliminating social tensions during reconstruction work are given. The directions for increasing the social efficiency of reconstruction are given.
