Optimization of the Management Structure and Resources of Housing and Communal Services in the Conditions Donetsk People’s Republic
Abstract: The article is devoted to the optimization of the management structure and resource provision of housing and communal services in the conditions of the Donetsk People’s Republic. The relevance of the topic is due to economic instability and limited financial resources, which require the development of sustainable and flexible management mechanisms. Modern management approaches are considered, including digitalization, multi-channel financing, energy conservation, as well as public-private partnerships. The main focus is on the need for adaptive management to respond in a timely manner to changes in the economic environment and the needs of the population. The work is aimed at substantiating an integrated approach to improving the sustainability of the housing and communal services system, which will ensure efficient use of resources and improve the quality of services provided in an unstable economy. As a result of the study, the main directions for improving the sustainability and efficiency of the housing and communal services system have been identified. The application of the proposed measures will not only optimize resource management, but also significantly improve the quality of life of the population through the introduction of modern technologies and adaptive management mechanisms in conditions of economic instability in the region.
