Abstract. In this article the concept examination “investment and building complex” is proposed. Authors offer discussion the problem about phenomenal nature of the evidence, within the limits of research. The work carries out the concept of “investment and building complex” research in the sense of various kinds of economic development and economical connection during the Russian economics. The close criteria study of enterprises reference to the investment and building complex gave the possibility to distinguish a new criterion – investment and building subjects connection by the single risk of technological and economic way. Taking into the account this criterion the investment and building complex author’s definition as the subjects of economic activity, institutions involved into the investment process, building, exploitation and immovability object consumption united by single technological or economical risks.

Policy of habitations as element of social policy of the state: analysis of domestic and foreign experience

Abstract. In the article development and realization elaboration-experience of housing policy in Ukraine and abroad has been considered. It was accentuated, that it is the most impotent constituent of state social policy, directed for the decision of requirements problem necessity of population in proper housings. It is proven that the housing policy is the most impotent constituent of social policy, directed for the satisfaction of population necessities in high-quality and accessible habitation and housings services. At was defined that of housing policy realization in Ukraine differs the more developed countries one in this direction, which is shown in the following: absence of purposeful housing policy, dominant unready of consumers independently to manage own habitation, absence of the economic grounded mechanisms for payment of dwellings services, unreliability of utilities etc. It was formulated advanced that adaptation of oversea experience in the housing policy must be realized out taking into account the right availability, field organizational and economical conditions and possibilities of housing economy development in Ukraine. The further researches are required by determination of development directions of joint owners unity of apartment houses as an important condition of habitations quality, which, in their turn, is the important social task of the housing policy – both on the state and regional level.

Investments as constituent of effective activity of enterprises of a build complex

Abstract. In the article a concept «building complex» is revealed as enterprises, establishments, organizations projects combinations (project activity, scientific accompaniment of projects) which provide development of capital building. Due to the analysis the building branch is one of the most capacious production systems and the multiplicator of investment stability and attractiveness of other branches of national economy. It is proved that in financing of a building sector the correlation between the centralized and decentralizing sources of financing, has changed substantially so the question of the effective investments bringing in to building is important enough and actual. The basic aspects of sources forming of financial resources enterprises of the build complex have been considered. Recommendations have been given as for the an investment both own and borrowed ones in to building sector of economy, depending on the character of the capital using, for risks reducing and paying off in money shortage.

Evaluation of achievements in development of districts of area as an element of mechanism of state administration

Abstract. The article shows the estimation of achievements in modern districts development of regional centers of Ukraine. Given achievements are considered through the prism of state administration basic mechanisms. The basic idea of the article concludes in the choice correctness of ratings of economic and social development of regions in Ukraine. It is proved in the article, that ratings of economic and social development must consist of such indexes as the combined estimation of index of human development one and competitiveness of region and state as a whole, as well as of the ecological and social constituent. A method based on the present statistical account is offered in the article, because enterprises or investors must independently check up the objectivity of the information as for the social and economic position in the Odessa area.

Abstract. In the article modern development of civil society state is examined in Ukraine. The potential and possibilities of nonstate organizations are nevealed in development of democracy, in public problems, social services granting solution, as the ramificational system of organizations of civil society is the necessary constituent of democracy in society Typical problems connected with the vital functions of such organizations have bee revealed. A number of recommendations is given in relation to the state measures on creation of the favourable conditions organizations for participating of civil society in the system of social services. Recommendations are given in relation to the improvement of the preparation system of services and establishments specialists which give social services. The state monitoring carrying of the programs as for the grant of social services is offered with liboration of the indexes system of social services quality and efficiency.

Abstract. The article is devoted to the theoretical aspects of state control by the social development of our state. The work pays attention to the essence and tasks of state control by the social development. The social development of the state consists of the spiritual sphere and social development of production bodies. And this article illustrates interconnection of these constituents in the modern context. The article accentuates the following, that an effective control at the spiritual sphere is the mortgage of successful development of the modern Ukrainian society, and this development must be begun with perfection of the social planning at the enterprises and organizations by means of creation of the favorable moral and psychological climate. The social development of the country depends also on social development of cities and regions, the mortgage of this development is correct strategic and tactical planning which must be used for plans creation of social and economical development of regions.

Abstract. In article the reasons of alternative sources of energy using are considered. The factors influencing development on alternative sources of energy are presented. The analysis of Power Strategy in Ukraine is has been carried out and its(her) influence on development of the state is revealed. The sources of alternative energy are stated. The directions of advanced technologies introduction and the electric power saving are offered. The history of development light emitting diode is considered. The economic effect receiving from use light emitting lamp using diode is designed. The business – plan of the enterprise creation on manufacture light emitting diode lamps, has been worked out which allowed to make a conclusion about investment efficiency of money means of the realization of the project. The shortage of light emitting diode lamps producing has been revealed. The authors suppositions of prospects of development of light emitting diodes and lamps producing are stated.

Mechanism of functioning of the control system by knowledge’s on an enterprise

Abstract. One of the main problems, related to the increase of efficiency of functioning of an enterprise, is a problem of costs reduction of an enterprise. Actuality of this problem increases in the conditions of economic crisis. And one of the first items of expenses of an enterprise, falling under reduction, become expenses for research and development. And in place of development, an enterprise concentrates all of the resources on a survival. However, the cutback of spending or complete waiver of innovative activity can have serious consequences for an enterprise. Technical and technological lag of enterprise from competitors, which can use a crisis as possibility to optimize the activity, can become the result of such actions. For the increase of efficiency of work of subdivisions, carrying on innovative activity, creation and use of the information analysis system as a part of a decision-making supporting system is offered within the knowledge management system on an enterprise. The main tasks of this system are collection and analysis of data from the external and internal environment of an enterprise, and also informative support of acceptance process of administrative decisions. The general mechanism of functioning of the information analysis system (IAS) of a decision-making supporting system is offered in the article, describing the chart of work of IAS as an informative subsystem of knowledge management system of an enterprise, which provides a principle possibility of complex knowledge management with the use of formal methods, procedures and criteria. Using of such mechanism for planning and creating of the knowledge management system on an enterprise will allow to promote efficiency, reliability, and authenticity of the accepted administrative decisions, reduce a cost and decrease time of acceptance of such decisions.
